Not a fan of inflated unit stats and I also don't like feeling i'm versing the mentally challenged either.
But thats a mod.
That's what the mod is for, to get the advanced AI of legendary etc without the stat buffs.
So basically, there is a difference in the Battle AI of normal and legendary.(else they wouldn't make such a mod).
This covers the same question on the Total War Forums. A few answers here.
- Summarized.
• Very simply put, campaign difficulty adds bonuses to income for AI factions, and battle difficulty adds bonuses to unit stats.
• For Campaign from easy to legendary + 10 to -10 Satisfaction for every character. For Combat it might just be moral.
• Stats so huge buffed on legendary, increase stats just hidden, to prevent player facepalm.
• There are some AI improvements in higher difficulties, for example enemy archers won't waste arrows firing at you generals in romance mode. Also Calvary will go for the flank as opposed to going head long into a front spear line.
