In some cases it's flagging three kingdoms files, it's a false positive.
Add your three kingdoms directory to your anti virus whitelist.
default directory:
C:\Program Files (x86)\Steam\steamapps\common\Total War THREE KINGDOMS
Reboot your PC.
Verify files

It will help the devs to figure out what's wrong
after you press play/start on launcher and nothing happen, just wait
if error pop out, press retry until you manage to get in the game
after that there's no problem at all when starting the game again, just the first time is hard
Download Nvidia Geforce Driver, update to latest, update to windows 10
