Is there a way to scout/explore the map?

Is there any way to explore the campaign map without moving armies/requiring military access etc?

In previous games I'd usually use the different agents to explore and discover the different factions/borders. Not sure if I'm just missing something or not.

I mean, you can freely move armies through enemy lands if you don't mind everyone hating you.

Other then that, really no other way except maybe there is some way to use admin commands to remove fog or something.

you can send spies (once you unlocked them) to other factions. your spy will scout out their territory while they wait to be recruited.

So that's what spies do. I have yet to use them.

well spies do more than scout out their territory. if they get recruited by the targeted faction you get more options your spy can do to hamper the enemy. more options get unlocked if he becomes a general, administer or part of the ruler's family

the scouting territory is pretty much something to ensure your spy attempt wasnt a complete waste
