Both you and they need to have a free trade slot, which you gain through research/reform.
Once, you have trade routes you can see them through the treasury tab which shows how much the route is worth and how much your share of it is.
You're welcome, it isn't obvious as you have to mouse over the trade income in the treasury tab.
I'm not sure how to see how many trade slots you have available? I can't seem to find anywhere
Everyone starts with one trade route available by default. Kong Rong actually begins with three due to having the first reform unlocking an extra one, and because he himself has a skill unlocked to grant an extra one if he is the Faction Leader, Heir, or Prime Minister. I think Dong Zhuo gets two available, but he's a special case really.
