If you're looking to unlock Dong Zhuo quickly, play an easy campaign, build prestige buildings and expand quickly in order to rush towards the rank of Emperor. You unlock Dong Zhuo's faction at the exact moment you become Emperor.
I mean, you can try to unlock him that way, but the chances of him being fielded are very low. You could try switching to the beta patch, which reduces the chance of his scripted death occurring. Even so, I have an ongoing Cao Cao campaign in the beta patch on turn 64 with Dong Zhuo still kicking, but the AI has yet to field him.
Playing as Yuan Shu or Liu Biao gives you a decent chance at this without Ma Teng diplomacy shenanigans - prep a smallish army and head towards Shangyong to your immediate east. Dong Zhuo usually sends out his secondary army of Guo Si and Li Jue down to annex the Han Empire town (which is also where Xu Huang starts out, leading an army for the Han Empire) or the Lumber Yard.
If the autoresolve thinks you would lose the fight against that army, it will attack you when you are close enough. Play it out manually and you should be able to strike at it again, perhaps in a settlement battle, when Dong Zhuo pops in to take personal control.
