food reserves
salt mine's and the like need more food reserves so garrisons dont starve on the first turn of a siege. atleast have 1 turn till they start to starve. also they need give commandery capitals more base food reserves, starving people out is too OP RN

well i agree with the minor settlements need one turn to allow the player to sally out immediately. since right only the player cannot sally out immediately after they get sieged meaning you loss 20% of your troops without being able to fight back against them.

so you are better off leaving your armies outside your minor settlements to defend them instead of putting them inside so you dont lose a huge chunk of troops

for major settlements they need the grain storage which gives them a huge chunk of supplies. problem is the AI doesnt really build them so they only have the base supplies and even then they run into food problems depleting their reserves which take awhile to restock
