how to take over abandoned settlements
im trying to take over an abandoned settlement and i have 4000$ but i cant i need to do some thing ? put my army there like rome?

I don't know why you wouldn't be able to. Just move your army in there like you were attacking it and pay 4k. You can do it with just a general by himself.

8k for abandoned settlement. 4k for mines, farms, etc

Same problem. Moved army nearby. Left-click to choose it but right-click doesn't do anything. Money enough for it. Any ideas?

could be interface bug. try zoom in till you see description box of the settlement. right click it will pop out an option to restore peace or ignore.

option comes up Similar to a settlement siege.

Edit: Basically you have to siege the Abandoned settlement for the option to come up.
