I know the reform I would like, how to I know which other reforms a I need to have so I can get the reform I want?

If you hover over or select the reform, the other required reforms will be highlighted

Reforms are locked behind other reforms. For example If a reform that has 3 branches leading to it you need those 3 reforms before you can access the one you want.

The reforms might be the most literal Tech Tree I have seen in a while.
As usual, some reforms require 1 or 2 preceeding reforms.
And some others require a specific building to be build.

But all of that is pretty cleary communicated, so I am unsure what your question even is.
