Basically you get Standard Administrator slots there will be no special notification about Inspectors (industrial, military, goverment, economic, agricultural).
However when you do assign a administrator to a city you can select the type of inspector you want (can only have 1 of each so pick each type wisely for each city you want administered).
Easiest to do from the campaign map just select a city click on the Administrator button on the bottom left part of the UI. Then cycle through the Inspector choices and select the general you want to be placed (can only select generals of the same type for example only Vanguards can be Military Inspectors.)
Also when assigning inspectors one needs to keep in mind that each of the inspectors is tied to one special character archetype.
