Report a translation problem
You have to send out one of your armies and right click on a settlement or city like you\re going to attack it. Then you'll get a popup giving you a couple of different choices as to how to proceed in taking over the said settlement/city and one of them will say "Annex". That's how you annex a territory. It only works on Han territories though, and it'll cost you 50 unity I think, but it's super easy to regain unity, so you won't even notice that.
But that aside, this total war seems to have the normal bugs and stuff. I've crashed a dozen times for no reason what so ever. I haven't heard of this one though, I would report it if I were you.
