Hello, is there any way how to unlock full map but not with travelling with army? Like in Shogun 2 you can create spy or geisha and she can travel without army

there are several option with spys to unlock sight on the map.

i had got my spy network and there was a option my spy will infiltrate different country but thats it. what i have been missing?

That's really the only way. Which yes, can be a nuisance. Advance carefully and end every turn with armies in ambush mode if you suspect an enemy in the fog of war. That's generally how you avoid getting surrounded when out of movement points.

right but i didnt want to move my army to another country like i was invading them, you need permission to move your army in their country right?

You do not need permission but you will receive a penalty if you don't. You can use rivers and the sea to get around though.
