Population public order debuff.
So I have a -17 public order debuff in my home province that just says population -17. This is a pretty hefty debuff and i keep having to slaughter yellow turbans every 6 turns.

My question is what is this debuff coming from. Is it from being at war too long.

It's a population debuff. Large population = public unrest. The higher your population is, the larger the public order penalty. Only way to reduce it is building public order buildings, researching public order tech, keeping a general as a garrison in the settlement or using a character on a public order assignment.

As the population grows, the province gets more difficult to rule. So you suffer from public order debuff.

Also make sure your city isn't overcrowded.

Basically seems like if the game lasts long enough you need to sacrifice food production and income for public order buildings. They should definitely allow more building slots later on tbh.

I guess it's important to pick and choose where you upgrade your cities. Might actually be prudent to keep some at lower levels to have lower population and less public order problems, so you can focus more of the slots on other things.

suppose it depends what strategic resources are in the region, if for example you have a peasantry based region higher population is better for the income % boost. Maybe the 5th building slot should be a building that gives a lot of public order.

every city level has a pop cap when its goes over the capacity u get PO problems

you get the public order reduction due to population before it reaches the cap.

Its not over population i have an imperial city and only 4 mil ppl

There is no overpopulation effect for being close to the cap, it's just a PO penalty for higher pop numbers. Upgrading your city only helps if it lets you build a new PO building or upgrade an existing one.

Yeah, I think that's the entire problem. The larger cities lack enough building slots to specialize the city while also providing public order bonuses. IT's a hard thing to balance because if they add to many slots it becomes really easy to build power house cities. But there should probably be a way to open additional building slots at some form of cost the player, at least 1 additional slots in a few select cities.
