Can't build in City, even though have two free open slots?

Hi, I have NanHai in the South, size 5. I have two free open spaces in construction slots but can't build in either of them.
When mousing over the locked buildings the message says..."You cannot construct this building here because there are no slots available" but there are two empty, un-built on slots available.

I only have this problem in one city, no mods at all. Eight Princes. Sima Ai.

No, but I had two empty slots available. MY workaround was to reduce the size of the city, then I was able to build in the vacant plot.

Must've been a bug, never seen that problem with a city before.

I've got the exact same bug.
City: Nanhai, 2 available spots but not possible to build anything there. Happens in 8 princes and only in that city.

I had the same bug. Sima Ai, no mods. Unusable empty slots in Nanhai. When I settled the city, it had the harbor building and one other building in place (a "dock trading"). When I demolished the dock trading, then all the empty slots became available.
