Report a translation problem
Cancel the agreement you made first, bottom right side of the diplomacy screen you will see deals you made, you can cancel them there by clicking on the X. After you do that, when you go to declare war it will tell you how many turns you need to wait before it is not an act of treachery.
Edit: Cancel the agreement in the normal diplomacy/trade screen, not in the one that is warning you that you are about to commit an act of treachery.
