Though for me the traits are the real selling points. Find someone with higher ambition for independence as an admin? Nope, not gonna hire. Someone who lowers satisfaction within the army, not going to hire him either. Someone who lowers hostile forces arrow count by 30%? Instant hire regardless of class, provided he isn't one i suspect of being a spy.
Now as for admin positions, avoid putting fresh recruits in there. You don't want to potentially put a spy into a position of power. Generally speaking i use my starting heroes for court positions, provided they all get along, or when possible family members. Administrators i tend to favor Champions for farm areas, as they tend to have farm or pop growth stats, and sentinels for industry or commerce areas, as they tend to favor those. I also like both of those hero types for their retinue as a garrison, so i try not to have these as field generals. Rather i apoint them as admin, summon their force up and fill it out. Usually 4 infantry and two archers, of course the best troops i can buy, as once they get hired i just rrecall the guy so he goes back to his city as a free garrison force.
They aren't common, but any event created hero is also safe to put into a position of power. Say you get a popup after a battle about an enemy officer being a capable combatant or some such, hire him with an estimated salary of 100 gold. It creates a new guy for your faction, so you know he's not a spy. Always paranoid about spies, had too many armies sabotaged from hiring random generals, but never once had a city stolen out from under me.
I don't fill any administration office until mid to late game even then I only fill those that gain more income unless I need to satisfy a lord.
Before hiring a lord make sure he isn't part of an hostile faction recently. If he is pretty much skip him, an entire army unit can get deleted for a turn.
