For a faction leader, you need to have a good relationship with them. if youre at war with their faction, you already have one negative relation point, destroying their faction will result in their grudge and hatred, and that's another negative. for them to like you, you can form coaltion (even going war with them later they still remember this positive thing with you), kill their enemies and rivals, release them and their friends in battle, never kill their friends but their rivals, etc.

you can view your relationship with others from the character tab, just make sure they have more positive than negative thinkings about you after you take their faction out, so they still like and join you. another way is through conferderatiom, form a coalition, and when they have weak military strength and in trouble, they will be willing to give up and join.

edit: for example, for bandit queen, there are one rival (the sentinal guy) and her oathsworn (the female strategist) always in her first army. kill the guy, release the strategist, make sure do not touch her in battle or you accidentially kill her since shes not legendary character. take post-capture percent increasing skill, capture bandit queen and release her. view in diplomacy if she hated someone and her relationship with others, declare war and help her kill them. basically, what the character likes you do for them, what they dont like you avoid it.

Just bad luck. Assuming the faction leader is not actually killed when their faction is destroyed (a rarity usually), you just have to hope they are not snapped up by another faction before you spot them in your recruitment pool. Or that appear in your recruitment pool to begin with. It is regularly the case that a destroyed faction will have its officers appear in the pool over the course of the end turn, meaning that the other factions will have first dibs at them.

Check regularly (every 5 turns at least) who's available. I got Lu Bu, Yuan Shao and Ma Teng in my current playthrough.
Also, when you are capturing the last settlement of some faction and you see the main general there, try not to kill him.

Zheng Jiang is the bandit queen and she is a legendary character. Also both of the people you mentioned are her friends. So DO NOT KILL THEM... Source: I play Zheng Jiang.

Until Recently Zheng Jiang and the Sentinal dude....Conquin?... disliked each other. That has been fixed so she doesn't start with dead weight on the field from turn one. Although even before this was fixed if she won a lot they would dislike each others personal traits but be oathsworn for all the battles they won together.
