Any way to get reforms faster?

Question says it all. I read somewhere that the pencheng grand temple reduces reform cooldown by 20%. Is this accurate? Is there another way?

Maybe. But to my knowledge, its just every 5 turns. Maybe some factions can scrape some time off.

The Yellow Turban factions can reduce the amount of turns it takes to research their reforms with one of their buildings that increases enlightenment and research speed, with Huang Shao who is described in the game as being one of the earliest followers of Zhang Jue (Jiao) getting a bonus to research allowing him to gain reforms faster than the other two Yellow Turban factions (He Yi and Gong Du).
