I do know a few tricks for getting a few though. Ma Chao comes of age at around turn 15, and Sun Ce is just around that time as well. Sun Quan is roughly about turn 20-25 (most people don't really care for him so the exact turn is unknown). Sun Ren comes of age turn 87. Lu Bu, Zheng Jiang, Kong Rong and Zhang Yan are all single when the campaign starts so you can marry them easily.
Quite a few heroes are also tied to joining the faction, but that can be exploited to a lesser extent. Them joining said faction is actually tied to a specific hero and not the faction (Zhao-Yun = Sun Ce, Sima Yi= Cao Cao, Dian Wei = Cao Cao, Zhuge Liang = Lui Bei, Zhao Yun= Lui Bei), So simply having them in your faction before the proc happens will give you them as well.
I'll try pick up some of the ones you mention on my next campaign (might be able to get Sun Ren on current one actually; need to check turn when I get home).
The other heroes are about luck, i managed to get Zhao Yun in the recruitment pool as Yuan Shao took out Gongsun Zan early. Xu Hang and Taishi Ci are in the Han empire can just fight to capture them.
