Not sure what will happen if you chose the ignore option or not to visit (cant remember the exact narrative).
I'm currently in year 199.
I just gained the ability to vassalize. Liu Biao is going to submit or face destruction after I'm done with the Yuan bros.
Still, I want Zhuge Liang to be my prime minister just as I had Sima Yi (although I would have preferred Xun Yu) as PM for my Cao Cao campaign.

On a side note, I've vassalized Yuan Shao, unified Zheng Jiang, and yet, Liu Biao still doesn't want to unite with me.
Gongsun Zan is a much bigger threat to me now since he took a lot of the unoccupied land when Yuan Shao was busy at war with me. Liu Biao will live yet again. At this rate, Huang Zhong would probably die of old age before Liu Biao does :/
Now, I just need Huang Zhong.
