Cant find a way import decals

[BasilBats!!]

So, i could use some help here. i made custom decals for the game and all but the ONLY other tutorial i can find doesn't work. anyone able to help me on this? I've tried looking in the appdata or whatever that other discussion suggests but it just does not exist for me and i'm not sure why.

for anyone looking btw you have to search using your computers search bar not in your file explorer (which i did not know)

For where it says "User" is that where i would put my steam user name?
