Is the nsfw dlc completely up to date? i've been thinking about getting it but i wanna know if all the hot men are included

Yes. The NSFW includes:
-A new NSFW intro.
-Changes SOME dialogue and CERTAIN pictures from phoneflings to be more NSFW.
-Changes all pinups to be more NSFW
-Changes the 2-picture human transformation into a 3-picture transformation, with all pics being NSFW.
-Allows for an unique outfit called "Birthday Suit". It's unique in the sense that they're naked. They get unique talk, greeting and poke dialogue while naked.

It is, but you may need to check your store settings to make sure you have adult content enabled.

There are a small number of countries, particularly Germany, where adult content isn't available on Steam because the age verification isn't considered strong enough. In that case, you can look up the Panda Pass as an alternative.
