Crashes on startup

Win 10, RTX3090, 12core haswell, lots of ram.
I hear "booip" for a second or less and that's all - tried everything. Seems it's bink movie player crashing. Any ideas?

Try This:

and:

Open <path-to-game>\System\xcom.ini in a text editor.
Search for [Galaxy.GalaxyAudioSubsystem].
Set UseDirectSound=False.
Set Use3dHardware=True.
Save the changes and exit.
