I'd say Final mod pack, OR hardmode expansion depending on your taste. Both are generally in the vein of "vanilla but more". FMP has more content, aliens, guns, ect, while hardmode expansion makes a lot of the game much harder.
You start out as a much smaller organization, sending out pairs of agents in cars armed with handguns to investigate cropcircles/contain zombie outbreaks/capture or kill dangerous cultists/silence witnesses etc. then eventually progress to become a much larger paramilitary organization.
If you like 40k, the Rosigma mod is really great too.
