Constant stuttering/lag with good pc

Started the game today only to be greeted by constant sound and image lags that make the game not only unplayable but literally painful to play.
The problem is not my system either as while running the game my CPU usage is at 15%, my GPU usage at 20%-30% and my RAM at 8/32 GB.
other than that the game is installed on a 'Samsung SSD 980 PRO 2tb'
and i use a 1440p 144hz monitor as my main screen and a 1080p 60hz monitor as my secondary.
any ideas?...
I've also tried to run the game on 1080p windowed and fullscreen on my 2. monitor with and without vsync but that didnt fix the problem.
I've also lowered the graphics all to the lowest setting which didnt work.
Edit: after some working around the sound seems to stabalize fairly quickly now when i open the game (which it should do instantly tbh but ok)
regardless though the game doesnt lag my entire pc anymore it still runs at about 20fps...
is there maybe a patch or startup code i can use to increase the allocated memory because ive had similar problems with another game and a memory patch did the trick there

Edit: I didnt think posting the specs was necessary since my components usage was so low but ill say them anyways:
so my cpu is an i9 10900k at 4.9ghz if i recall correctly
my gpu at eh time was a 2080 but it broke so i now have a 3070ti
my ram is running at 3200mhz (base)
i think thats all XD

I once played a game that stuttered if I did not have a controller plugged in.
That's about the extent of my knowledge.

I have the same exact issue. Hell, I even have the game installed on a 980 Pro just like you. I built a new rig with a RTX 3060/Ryzen 5000 and now all of a sudden the game is lagging HARD. My old build with budget parts ran the game better. Even played a fair amount of the game on it... since according to Steam I have 26 hours playtime so far.

EDIT: So I may've found the issue thanks to this post here. Try running the game in DX12 and see if that works for you.

the game uses unreal 4 with no shader compilation so every little thing you do for the first tiem is going to stutter. every time
