Not yet, but I think we'll get DLC after release.

He is talking about the Bandai Namco subscription email exclusive weapon set DLC that they give you for being subbed.

Got the code yesterday, in the same email that notified about the game being available for preloading. Steam accepted the code but didn't apply it to the game, as updates are currently disabled until release.

Just to clarify - you have to preorder through Bandai's website to get the weapon dlc in the first place.

No you don't.
For European users, it was known well in advance that the items would be available to claim for free on the Bandai Namco EP!C club, and they are now available:

For US users, you had to register to their newsletter (not sure if it's going to be available in the future through any other means).
