The most comparable looking games, god eater and code vein still did better than that. Still presentation in gameplay also matters
I kinda regret buying Yakuza 0 back then, not realizing it uses visual novel style. I stopped playing when I reached about 20% of the game.

They're all real-time rendering... not exactly fair to call them still images.
It's not that necessary to see the characters move around as they just sit around talking altogether. When the scene requires movement and action, then it's usually playing a cutscene. When it's just people standing/sitting still talking, it's stills. It's ultimately just a design choice.
But yeah, it's not entirely "fair" to say it's JUST still images. I'm fairly indifferent to it.
