Streamer loot broken??

Have 800% streamer loot still get 3 blue out of a chest on level 67. I've dropped and re-picked up, yet still have yet to see a single orange upgrade at all?!?!

Not broken - it just increases the chance. If the chance initially is 1% then you now have a 9% chance of getting a rarer item, and with just 3 items in the chest the chances of not seeing any rare, let alone legendary, are slim.
If you want to get legendaries you also want to go for rare chests (boss-islands), and have more items per chest.

I am playing nightmare, If i get 800% increased rarity on items spawns from chest by round 34, yet don't see a single Epic or Legendary spawn from a chest in 28 round completions id say the perk is useless. I played until i had 19 Streamer loot last night, and only after 19 did i see a single change in Blue~purple or Purple to orange. I also had faulty x5 at that point from looping. and relic chest +2 and big chest +3. Even if percentage is 1% I'm reporting the issue regardless, perk is useless till you achieve 19~20 of them then whats the point at all?
