Is there some sort of secret shinobi tactics to not get hit by its 200 projectile machine gun barrage, or is it just a health tax to continue playing the game?

Only played 2 runs of the update so far and it seems like every 3rd island has 1 of these guys in a crowd of elites just laying down blankets of projectiles with no real counter besides use air strike from cover and kill it slowly over a minute. Or fight it out of cover and get hit every second ig.

Firing between it's attacks and then actually STOPPING firing to get into cover.

You can just lazily sidestep a few of the patterns at half walking speed if you were stationary, but until it's last that's not really an option.

it is completely possible to hide, wait, pop out and fire 5 shots, and then hide again...crazy, I know.

In fact, enemies will even move towards you in case you can't reach them. SO HELPFUL!
That attack you are talking about is honestly one of the most unavoidable one out of all the elites

I suggest hiding behind a pillar

Doing a microstep ( do not dash fully if you don't have the speed). You may just be able to dodge barrages standing between them

IF YOU HAVE A LOT OF SPEED from SPEED DEMON and STAMINA - then dash like crazy. With enough distance away from it you may completely avoid. Just don't forget to keep mashing Space while being airborne if you have more than 1 level of Stamina perk

Honestly I'm still a little salty that people could not fathom dodging the omnidirectional aoe patterns they used to have and got it "nerfed" into ♥♥♥♥♥♥♥♥♥ OF PROJECTILES RIGHT IN YOUR FACE. It was so much easier when they fired in every direction with only one line of it actually aimed at you.
