If it's the former, something is wrong, but I'm not sure what would fix it. If it's the latter, that's personal taste and can't be helped.
Pixel Art are handmade Pixel Sprites.
Making of Dead Cells, Artbooks, Color Theory, Pixel Art Guides. How Games are rendered etc., Knowledge that you can find in the Internet. Video on Youtube, such as : ' How is Donkey Kong Graphics made ' or other examples.
Also, I personally find the art in Blasphemous 2 brighter and "cleaner", yes, but -- therefore! -- not as fitting. Blasphemous visual design reflects the reality in which it is set: dark, gritty, tortured, horrific. If you think it's the ugliest you've ever seen, then you're simply looking for Blasphemous 2 which the devs made for people who want brighter and cleaner. (Same goes for the cut-scenes, by the way.)
I personally love it, and don't really like some of the examples of pixel art you mention. It's all a matter of personal taste.
Art is subjective, don't waste your time looking for an objective reason, and instead spend that time enjoying more of what you like.
