How to play all DLCs? (w/o starting a new game)
I beat the game once, so NG+ is now available.
However, is it possible to play say Stir of Dawn DLC, *without* starting any type of new game at all, not even in NG+ mode?

In other words, I wish to experience at least some of DLCs without starting an NG+ or any other kind of new game.

I simply wish to play those DLCs via my max-progress save file (just-before-endgame).

With the exception of the Eventide DLC of course, which to my understanding REQUIRES as mandatory to restart the game in NG+

This game is designed to be played through multiple times; the first run is meant to be finished the wrong way. The "bad ending" is part of the whole story and not just an ending.

Even the side quests have multiple outcomes that you could never see if you only play the game once. Maybe you could have saved that person, maybe you could have eased their suffering...

Eventide does not require you to play the game in NG+. You would only need to start a new game if you failed the Eventide Quest. Failure is one of the Outcomes you are meant to experience in order to learn the full story. You fail, you explore, and you get clues that tell you what you could have done differently. Then you play again and try to do things "right".

so you can for the bloodstained crossover the rest you cannot. one is in new game plus the other is an alternate ending that has cutoff at edras if you don't start it and your well past esdras.
