Desecrated Cistern Can't Jump High Enough

There's a certain section in the Desecrated Cistern that I can't reach since the water doesn't allow you to jump high enough, I have the blood relic and the root relic, I'm assuming there's a jumping in water relic? How do I get past this?

I helped him last at the start of the game location, I can't seem to track him down now

He should be at the eastern part of mother of mothers. The room past the big swinging bell

He`s there but he`s not givin anything. Same problem.

I helped him get to the mother of the mothers, but he did not give me a relic. He wants something else.

I went to the shrine that resembles him, but he's not there?
