There's a guy in a locked door in Wall of Holy Prohibitions. You should give it to him. I think he's on a cell near to the tram that connects that level to Charred mother

I opened that cell with the Key of the Inquisitor but there was nothing inside. Nothing at all. I hope its not another timed quest.

It could also be that this is bugged.

I talked to the window fellow in Aldero and he said "Oh, you met Cleofas? Could you give him this please?" But I had not even met this guy before, I just happened to find the dungeons and then was out of there. And now that I go to the cell, it is empty. I first thought this was related to the guy who sits in the cathedral watching that one lady in agony.

Oh yeah, the window is closed now and gives no answer. It MIGHT be tired to the pilgrim you help travel to the cathedral? His name is Redento or so. There is actually a hidden achivement for provoking a meeting between the two.

To give Cleofas the Cord, you first need to shake his beliefs a little, giving the eternally suffering lady Sorocco three marks of refuge. The room with her and Cleofas is in Mother of Mothers, the Marks can be earned in Archcathedral Rooftops.
When you free the Lady with the three Marks, leave the room a bunch, Cleofas should go away. He's now on the Rooftops overlooking the Patio. There you can give him the Cord, after which he moves to Albero.

Well, I was GOING to give it to him, but he killed himself when I got there.

Try going back to the Chapel NPC?

I'm guessing this is what happens if you ended her suffering instead of giving the marks.

Try going back to the Chapel NPC?

I gave her all 3 marks, and the chapel NPC closed the window.

The treeperson seems time-in-general gated, but that one's just mean. Not a fan of 'you must explore every nook and cranny and stuff' but then it punishes doing so???
