Problem is somewhere else - no matter what you do, game works on the same basics. No matter if it's named Socialist Dictatorship Empire or Democratic Liberty of Freedom. Nothing changes. All law system in this game and decisions are clearly fake :)
IDK who is author trying to fool. Somehow I can't catch this bite and decided to thumb down this game.
I guess I could have reclaimed all the land from water & filled all that too along with the roads.
I did all the above without any real thought. When I closed the game I had $489M in cash after building all those Arc's, was making 5.328M per month, population was at 37M & increasing by 300k per month & my approval rating was at 113%.
All these were rising but I had nothing else I could do lol ;o)
Oh..and roads were pushing 3450+ cars & rising when they could only apparently take 450 hahaha.
In short,
this game is far too easy, once you get the hang of it there's no reason to cheat imo. It needs way more content I think. Getting to end game as I believe I have in one sitting - unless I missed something - is not what I'd hope for in a game albeit enjoyable ;o)
what ya gotta do is use cheat engine, open the process list and make sure you are in the "Processes" tab and not the "Applications Tab"
if you have just opened citystate the list of proccesses will be near be bottom. It has always been the bottom process for me, but results may vary.
after you have selected the process search for double your money. ie if you have $1,726,192 you would need to search for 3534384
this should bring up around 6 addresses with that value, you can now either try to adjust them at random, or the first one to update is the correct value.
you may then adjust the value as needed, or lock it in place by double clicking the correct value and ticking the "Active" Square in the table.
Other than that, I totally agree with you. In the 80s we only played pirated Amiga games with integrated cheat modes. The OP paid for the game and the devs won't care if he plays it with cheats, only important thing is that paid for it.
