Aether Intelligence question

Hi, could someone please explain how aether intelligence works and how to activate the 30% damage bonus.

(It says using aether manipulation increases damage by 30% but when trying it and hitting test dummies I notice no difference on dps with it on or off)
I also don't know what they classify as aether manipulation.

It worked with Aetheric Ray and nothig else.
Also, this game really needes a dps info.
