If you have an item like a box or a tablet to cover up the lense, then you can leave the glass undamaged. But if you found/brought none of these items, you have to use the cloth from the flag that was buried near the hatch. And then you have to break the glass first so you can put the flag properly into the aparatus.
It doesn't seem to affect the gameplay, except maybe a line or two at the very end of the game might change, if you do the shutdown ending.
Despite a lack of consequences in the game, Six makes it clear that in the story, your actions here have great consequence for the characters on Iox. It seems to me that the question posed is, 'will you do the right thing, even when no one is watching?' Perhaps the writers should have given more of a consequence either way, but it's an interesting question as it stands. Will you leave a way for Iox to have water again later, potentially, or not?
Do you have empathy with the rest of the citisens of Iox, or don't you care at all?
Or has your moral compass been stained by Myari's cruel evilness?

I would like to try to get all rivers flowing again, because anybody who has followed secondary school should know that every atom is 7+ Billion years old, or even older according your beleef in the loop theory :-)
So the water can't sip away, it will alway's be pulled to the nearest point of gravity, after it has lost its momentum by the infinitly small drag in space which is protruded by the magnet fields around celestial bodies. (otherwise it would be possible for the waterdrops to speed on beyond the borders of the known universe. (but that, well is way off-topic, no?)) :-)

(Or you can define an Argument as a Quarrel when receavers don't have arguments, and arent open to learning that a change of mind isnt the end of things, just a new beginning...)
I'm with you, that nor Morality or any argument is absolute, even the deadliest poison can be a madicine, but to me Morality is a state of being aware of the fact that no one can live alonewe all depend on the empathy of society, something Moralists more often than not are unable to comprehend.
It would not wonder me, that when you get to HV, it might be possible to recreate old Rivers now long gone, there are many conversations about the over abundance of water on Maersi, and the surplus of stored crops, and the Aquifer is filling up from somewhere, the water stops rising, but the part where you first walk through is a gorge which first have to be filled before the woter can rise any further.
Then there is a whole quadrant in the west of solid water, when helle defreezes, even the Library will be able to sprout plats as sturdy as trees :-)
I'm way less shure than you, but i wonder, could it be the Crafts(Wo)men had enough time and resourches to build that narritive into the game, i myself like to doubt they try to enforce everyone to let Iox wither away.
And a bit of consolation, i've been to the four corners where in quite cruelly hot Desert surroundings the Hopi still are able to produce arable crops, and believe it or not, when i was in Death Valley of all places... it was in full bloom :-)
So Iox could if they stepped off their high horses attitude, take the annals of Mazwai, let Aliya and Huang translate all the hidden knowledge stashed by the Mid-Evil priests in the Archives, and instead of wreckleshly demoralise the colonised people of teh oppressed moons, into One-People, and gree the Worlds of Ruler made 'shortages'.
Its a bit the story of the Colonial thinking of the upper class here in Europe, they scare anybody into thinking we are going full throttle into a Enviromental Energie crises...
Me myself think of Heavens Vault as a sublimal message to al the ruler class induced crisis, to re-vault against the repressive Alt Right Aristocats.

The days with negative energy prices (think of it, you don't have to pay for electricity, now you get it for freeeee and even give you money the more you help them to get rid of it.
In the first 5 months Germany has produced enough renewable energy to provide all private households of Germany *and* the Netherlands with electricity for the whole of 2020 !
