I think this is the requirement anyway. I never saw it until I played Albania and it happened that way. Since you "Albania" are included in the countries that go back to the USSR, suddenly you are in the CMEA and the Warsaw Pact and your budget problems are over. I jumped from making 0.7 money each week to 4.5 money. edit: After some experimenting, it seems that to get this ending, you must not liberalize too much. I did the same thing where USSR collapsed before 1991, but this time I westernized quickly and integrated with NATO, choosing all the West-oriented choices. No Gorbachev being assassinated.
