Commitment of your population to Western culture and values. The opposite of the Ostalgia.

It's also worth noting that Westalgia is still bad even if your goal is to reform along western lines. If it gets high (I believe the penalties start once it reaches 50), your popular support starts getting penalties, regardless of what policies your party is pursuing. Also, westalgia goes up when you move any of the politics sliders in either direction, when your privatize or national buildings, and from certain events.

Yes. You must keep unity of the party high, support of the population high, and westalgie low. Even if you are trying to outright embrace capitalism and join NATO, you must keep westalgie low. Good luck!
