Report a translation problem
I did it twice, first with "female fighter", 2 up to level 3 (I even did Female Fighter Captains just in case the text was buggy) but the percent complete never updated.
Then I grabbed one for 3 terrorists to level 4, and I recruited only one to see if it would work, but the percentage never increased.
The easiest, safest, and cheapest way to complete these quests is to buy the requisite troop type without equipment, but don't assign them to a squad so that you won't deploy them in battle. Fight battles as usual for XP, then level them up as they gain passive XP points thanks to Instructor. This way, you don't run the risk of getting them killed and having to start over again.
Ah, that was the issue then. I did have them in groups. Makes sense, I guess.
