Training Troops for the Mission Board?

the mission says train elite snipers then goes on in the description to say i need to train 3 units of Terrorist to level 5 and then return for reward and ive done that and everytime i enter the city nothing. side note : its my city is that why?

You have to put the terrorist out of the squad first.

Were the terrorists hired before or after taking the quest?

The Soldier/s asked for must not be in your aktive squads. You can strip their equip bevor you hand them over. Only the men are asked for, no weapons or something.
If they are in the "passive" squad, the mission should be accomplished by leaving an re- entering the city/village.

Sorry, I didn't ask where do you hire them, I asked if he had the terrorists hired already before taking the quest, because I thought that was the reason why I couldn't finish similar quest either.
Can you confirm the reason was what L1Mavrick and Graufang said instead?

EDIT: Oh to the question, I usually hire them after taking the quest, sometimes I get lucky that I already have them and leveled up before taking the quest. Also, if you didn't strip them of their equipments, the quest will pay extra for the equipment you gave the units.
