As long as I remember, they were always heading home and going inside, after they finished their workday. They would then go shopping, praying, etc. and finally they search for a bench near their home to take a rest, before they start their new work day.
Still, I'm frequently reading that people give the advice to especially new players, that they should place benches near the workplaces to prevent people from going home after work.
Common Sense use of benches would be to place near workplace for workers to take lunch break & rest.
- IRL, I bring my on food to workplace because less expensive & my home too far.
Also, if they go a long way to find a free bench, put some more benches. It could be that some citizens are already on their way to the 'logical', closer benches, so others can't use it.
I have a rule of thumb to have about 2 benches per house(hold).
But you go home to eat and sleep after your workday ended, right?
You don't do that on a bench next to your workplace and start your work the next day from there, because it's closer than your home.
The people in Ostriv live in a house/ an apartment. Of course they use that and return home after work.
But what the game doesn't tell you is that the benches indeed are playing an important role in their daily routine. After they went home and fulfilled their needs, they will finally take a rest on a bench.
If they can't find a bench near their home, they will walk to the next free bench, that is further away. If they can't find any free bench at all, they will stay inside their home and wait for the next free bench. This will cause a delayed start of their workday.
So as Bjorn said: Have benches outside the houses and have enough of them.
Gazebos also work btw.
Yes there is...look closer....
