Also, are you seeing the brine stored bar filling with blue? When it's full, you'll start seeing salt.
P.S. I suppose you know that but just in case - you actually need 2 oxen.
Slaughter the oxen (check off the box next to them) replace.
But you shouldn't have to, sounds like something else is going on.
Observe your workers in there for a while, and see what they do. Maybe hire a few more. 2 should be fine, though, but there may be issues with their way to work or something...
Good luck anyway. Frustrating when someone has problems where there should be none...
One thing I tend to do with most production buildings, including the saltworks:
Uncheck workers to supply materials to the building. Use only labourers for that (and carts and wagons if you have). This way the workers will spend their workdays producing things instead of hauling.
Set the labourer salary a bit higher than average since it's an animal building. Run out of food or water, they die.
I play with a large pool of unemployed though (15-25% unemployment), to carry out all the labourer tasks, so this method might not work for all.
I can't check the box to slaughter them cause they don't show up in my cowshed and I don't see them at the saltworks.

Strange, but if it works it works...
It can also take a while from you 'drag and drop' the animals to the saltworks. A free worker in the cowshed will take it to the saltworks, but I don't think it has high priority. I've waited a few weeks or even months (in-game time!) sometimes for the oxen to finally arrive.
Just an FYI as I guess you see both animals already in - 1 animal is enough, but works slowly. Waiting time of new animal reaching to Saltworks depends on # of workers in cowshed (the more - the faster they will move animal). If you click on employees one by one you'll see that someone is busy with bringing animal to saltworks - you can track him along the road on a map. Also once they will reach 10 y.o. don't forget to kill it for food & replace with younger one (otherwise you'll lose extra benefits from cow)
