I only got a tavern family after I had some alcohol in a market stall for sale (even though it says that they can also buy it directly from a granary). So try to put some beer or horilka in a market stall and see if that helps.
The tavern will show as functional when it buys those few hundred alcohol, which takes a few minutes to sell back to the citizens, then it will not be functioning again until it has access to more alcohol. Need constant flow of alcohol!
Also had problems with supplying enough alcohol in my previous game, and often had that message of non-functional tavern several times, also at times when I had 3 taverns, I think (had 5 in the end for 1300+ people). 2 distilleries, 2 breweries, and I also kept importing mead. They drank it all...
In my new game I'm just going to stick with one tavern for as long as possible, I think. Anyone know if you need more than one tavern at higher populations?
Regarding the last part, I think I saw this in a patch note or something, but had forgotten about the 'granary' part.
When I completed the first tavern in my last game it said there was no alcohol on the market, but I had a lot stored in warehouses. So I sold the alchohol from market stalls as before.
But since they can't buy things from warehouses, only granaries, that was probably why it showed as not on the market, of course!

Has it always been possible to store alcohol in granaries, btw? I've never stored it in them before.
Do I need to have a certain amount of people (now 250) to unlock it first?
It's under the houses category. Maybe not very obvious
All buildings are available from the start, so there is no population need for any, but the other way around. Need some buildings to get the population above certain numbers.
I thought you needed a tavern to get over 200 population, but if you have 250 now I've misunderstood that, so thanks for that! Probably 300 then.
