While speaking of "Uneven Terrain", it is understood that for whatever reason, the player can not plop there a construction order of whatever building.
While I extensively played Ostriv a year (or two years) ago, I came across many times those "Uneven Terrain"s .. and also I had time and occasions to develop some counter-measures against them.
Terraforming in this context is used in the term of "Flatten" .. the rather bumpy land,
and
"Filling the Shore" -or- "Earning Cultivable & Buildable Terrain", near the riversides.
How.?
At first, please check this message, related to the topic

(at right, -once at riverside- reeds are far from river now, and newly acquired land is perfectly cultivable + buildable)

The viewer is kindly invited to pay attention :
..to the rows of "consolidating piles" at the very shoreline, :)
..important useful surface, earned from the riverside by heavy earth embankment,
..reeds still visible in-between the heavy ears of grain
..and the "fertility / productivity" of the recently acquired (terraformed) FarmField extension zone.
Application Details
First and foremost, we put the Game at the PAUSE state.
... because we will make a series of (just plopping) constructions and demolitions ==> to "progress" our very recently flattened Zone. If we don't pause, the construction parties will begin to carry here some construction materials, and worst yet, begin to construct. By pausing the game, we are assured for a hassle-free operation, without dealing with those unnecessary burdens.
We will use a flattening-tool :) at the very edge of those Uneven Terrains, to obtain perfectly buildable areas : This tool will be : The WELL.
The very critical decision point is that : From which altitude/level we begin to plop our first Well, then our flattened zone will progress at the "same" level ... once our consecutive Well ploppings continue. So we must choose this altitude/level with some care and attention.
We are using the "Head" of the Well/s to plop in the exact area to be flattened, not their "tail". So pls. focus on the "square" of the Well.
Once you plop the first Well at the very near of the "buildable" border of the Uneven Terrain, you will immediately see a changement of level around the "head" of the Well.
Always try to TURN (hotkeys) the Wells to find the appropriate narrow path/s and the correct angle/s.
If condition permits, your next and next Well ploppings at the very side of the first Well, will "equalize" / flatten this (once) unsuitable terrain to build on (so the Progress).
Say : if you plop 10 wells (their yellow footprints) side-by-side in a row, you will see that this Uneven Terrain will be "tamed" to form a perfect buildable and cultivable FLAT terrain. Once satisfied of the result, then delete all Wells for good. No more uneven terrain warning anymore, the area is clear.
Experimenting more, will make more experience possible. Plop to build Well and demolish, acquire useful land, attack for more.. rinse and repeat.
To elaborate more in this process, you can use the heads of the Wells "in cascaded form" (breaking the adjacency), to experiment for having domestical areas in different / adjacent levels.
Once mastered the technique, you may want to try some other small buildings as flattening-tools, if your working site is wide and free enough.

There is very heavy terraforming at the top of this image.! In the center view, it is medium-sized one. As can be seen, the reeds that were once on the banks of the stream are now in the middle of the Farm Field, far from the water. And the dark brown parts that were once the very bottom of the river, have now come to light.
These are "legal" terraforming/s. Small "spoils" that the player can do within the allowed gameplay rules of the game.
Let me not talk about other (and more effective) methods for now, because I don't want to occupy the attention of the game developers with these details.
I am biased to wait on this issue about "Modding" the Game, until / once the Game will reach to final status .. as already mentioned by some authorized mouths (cf. the roadmap at the website of the Game).

PS: During all these applications, the results were satisfactory, error-free, and I have "never" seen those White Lines of "out-of-access" warnings.
PS II: Around the riverside curves, to "fill / land-acquire" these areas ... you can also effectively use "bridges" on earth/land, slightly overflow their long side towards to the stream.
Once you obtain the desirable result (reclaim some land strip), immediately delete the bridge and pass another bridge (now partially using this very recently acquired land) by more overlapping it "again(st)" to the river.
You may do this process 5 to 10 times, always forcing slowly your land at the expense of the riverine area.
.
There is room for improvements and for optimizations.
Glad you found them useful.
Good Day!
