No, the program modifies the resources of each building when the game is running. The game would not use the newly created file to update the resources.
Would this include just changing the capacity? Say I want Large Granaries to be 100,000. Small Granaries to be 50,000. Warehouses to be 50,000, trading posts/docks and stone storage to be 100,000 and Farms 25,000.
Could those capacity's over ride the default ones using a modded file?
No. Unless, game exposes a way to mod/edit, it wouldn't be possible (And I am not aware modding capability for the game). The only way as of now is to edit game's memory when game is running.
- where do I copy the downloaded files to? (i just dropped the files/folder into the Ostriv game folder)
- when i run the .exe that came with this, it opens 2 windows that I cannot resize and are too big. I am using 1920 x 1080 resolution, so it's not a case that my resolution is too low.
- the "tutorial" video simply jumps right into it being used ... nothing is shown what you clicked on to get it to run, populate, scan, whatever. ie: it's useless to me
I'm not trying to be a jerk, I really want to try this out, but there is too much unknown about how to use it properly.

I will updated if anyone needs it. Also i am tying to use a different library for the tool that should not avoid virus warnings.

The problem with Wemod is that it creates all resources and creates a lot of them, which greatly affects food, and time acceleration incorrectly affects the citizens functioning: they spend more time looking for another job or path of travel, which can cause logistical problems, they get sick, hungry, thirsty, and die more frequently
