So far as I have noticed, all the hay and water is carried by labourers in my current game, and I have at least 30% unemployment in the winter (often it is over 40%), so finding labourers isn't a problem.
People have reported villagers stalling during their activities, which is not something I have noticed in my game. I wonder if this is processor/graphics card related.
Below that 2 workers were enough for me to keep any shed going just fine. Production only well next to each and a couple of hay stacks.
