The rule makes more sense in 2 player mode, where the heroic dice are split between the two characters. You can roll a heroic dice with 1 character via their heroic feat, check the result, and if you low rolled it, choose to roll the other characters heroic feat dice. You then distribute black die gained from level bonus between your two characters. Then the rest of the dice are rolled. If you rolled the regular dice at the same time as the initial bonus black die from your heroic feat, you could "cheat" in that you would now know whether one of your characters low rolled their regular die and thus need the bonus black die from level ups more when distributing between characters.
As your primary concern seems to be game pacing, I would recommend you turn off the dice rolling animations so that clicking immediately reveals the dice value without having to wait for the dice to bounce around. This greatly reduces the time between dice rolls to negligible levels.
