Game is very un-optimized

[Xaxxus]

I noticed that I cannot get more than 60 FPS in this game regardless of my graphics settings.

My hardware is not the issue:

1. CPU AMD RX 7950X
2. GPU Nvidia 4090
3. RAM 128 GB

I made sure to set the game FPS cap to 144 (to match my monitor).

With that enabled, I've tried various game presets between low and ultra. No change.
