I have worked unhindered in snow in Primal armor, but shelter is always advisable during storms, in my opinion.
Primal gives 9 as well, but it's a 4 pc set, and it has decent combat armor value too.
Later on, when you get to the graylands, there's an NPC there that can make a suit of "Bone" armor. The average cold protection was only 6 per part, but that worked fine 99% of the time.
I'd wear bone helmet, gloves, and greaves, and the black hornet chest piece with wings, and I was perfectly fine walking around even in winter. And I carried one 10 stack of sorrel broth for some extra cold protection (lasts only 3 minutes), just in case I go hit by a winter storm.
