if you gathered those item it should show in your workbench to craft a spike pickaxe not in the stonecutter or forge. But if it's not showing then you might have a glitch for sure
You said you thought clay needs an iron pickax. They said you need a spike pickax, that's made with a bull ant mandibul not iron.

if you're open to suggestions, I highly recommend you make an iron hammer first. It's the best weapon against the bus sized roaches in the graylands.
The power attacks from the iron hammer do INSANE damage, but when fighting the roaches, the regular attacks are actually better just due to the speed. The roach does a backwards dodge that can take it right out of the way of the slower power attacks.
2nd thing to spend iron on is an iron pick, since it will speed up harvesting the iron piles. 4 hits to harvest, saving you time.

It makes no sense that the windmill clay unlocks a TON of stuff that doesn't even need clay/mortar. But thats the hidden step your looking for to unlock all the endgame stuff.
