Good day!
Try the following:
1. Win + R;
2. Enter 'regedit' and click 'OK';
3. HKEY_CURRENT_USER → Software → Pixonic → War Robots Steam;
4. Highlight the contents of the folder and delete;
5. Try running War Robots again.
If you are having Drive Issues and have a Defragment and Optimize Program, you should run the Program.
If you don't have such a Program, you should run the Command Prompt as Admin App and enter: chkdsk /f /r in the Command Window.
It will take quite awhile to get done though.

It's mentioning about the WR exe, but looking in the folder this is what I see
Happened on my windows tablet.
Get to C; > Users
Enter warrobots.exe in the Search Users Box
Steam > Backup and Restore Games...
Backup / Restore > Next
Select Games' > Next
"Folder Location": ( Use BROWSE... ) ie. C:/Users/MyAccount/SteamGamesBackup
Click Next then Next again when ready
